Victor was born on July 17, 1970 in New Haven, Connecticut. He received his undergraduate degree, with honors, from the University of Connecticut in 1992; he received his J.D., also with honors, from the University of Baltimore School of Law in 1996. Victor rounded out his education at the University of Baltimore by being named to the school's Environmental Moot Court team which competed in the national competition at Pace University in New York. Victor also acted as a teaching assistant in the University of Baltimore's legal skills program, instructing first years in the finer art of legal analysis, research and writing. In fact, Victor had the honor of serving on the University of Baltimore's Law Review while attending law school. After Law School, Victor came to work for Gordon & Simmons and has since participated in all aspects of a complex litigation practice. He is also an adjunct professor at the University of Baltimore, teaching a writing class for law students.
While with Gordon & Simmons, Victor had extensive experience litigating defamation claims, and worked closely with Roger Simmons on the Oliver, Smith, and Global Relief Foundation cases. Victor also concentrated his practice on governmental liability, participating in and managing numerous cases against municipal, county, state and federal agencies and entities. Additionally, Victor was responsible for resolving numerous construction, property, entertainment law, agency, partnership, and contract disputes.
Victor is a member of the Maryland Bar Association and the Fredrick County Bar Association. Victor is married, has two children and enjoys playing golf and softball.
